City of Goose Creek

Reagan Osbon joined the City of Goose Creek as Special Projects Manager in January 2026 after serving as Assistant City Administrator for the City of Westminster, SC. In Westminster, Reagan oversaw Planning, Code Enforcement, IT, Special Events, and Communications, while collaborating across departments to deliver key initiatives.

His duties in Goose Creek include annexation coordination, construction project management, commercial site plan review, assisting in grant administration, strategic planning, and other special projects.

Reagan contributed to statewide water sustainability efforts as a member of the Upper Savannah River Basin Council and served on the Board of Directors for the Oconee County Chamber of Commerce.

A native of Aiken, SC, Reagan earned a Master of Public Administration from the University of Georgia and a B.A. in Political Science from Presbyterian College. His experience and dedication to public service support Goose Creek’s mission to provide innovative and efficient services to its residents.
