Dumpster Screening Incentive Program

The purpose of this program is to enhance the image and livability of the City. The City will provide monetary assistance to businesses/ commercial property owners to screen their large waste receptacles (such as dumpsters, cardboard refuse containers and grease storage receptacles) with approved materials. The program is designed to encourage rapid compliance of new zoning code regulations that require all large waste receptacles be properly screened by April 30, 2029. Rolling trash cans are not considered large waste receptacles.

Program Details

  • All funds are on a first come, first serve basis. Once designated funds are exhausted, the program may end permanently.
  • You must apply for and receive the proper permitting from the City to receive available funds. Erecting any structure without an approved permit will result in no funding.
  • Reimbursement is 80% of the cost up to $7,000. Keep your receipts!

How the Program Works

  1. Verify with staff that your dumpster area does not meet current city regulations. 

  2. Apply for the required permits through the Citizen Self-Service Portal and let staff know you would like to take advantage of this grant when you apply.

  3. Staff will send you additional information about the program and an application to request for reimbursement.

  4. Once the screening is installed and has received final approval from the City, complete the reimbursement application.

I already have a wood fence around my dumpster, do I need a new one?  

Per the zoning code screening of dumpsters must be an opaque wall of masonry or composite material approved by the Zoning Administrator.  Please contact Rob Wiggins at [email protected] or 843.797.6220 to see if you are in compliance. 

 

My business is in a shopping center, can I apply?

Talk to your property owner/landlord, if the dumpster is shared with other businesses, then the property owner would likely be responsible and could apply. 

 

What if I choose not to screen my waste receptacles/dumpsters as required right now?

Under the new ordinance all large waste receptacles must be properly screen by April 30, 2029 or your business license may not be renewed. If you choose to wait until that time to come into compliance, funds will not be available to assist.

 

What happens if funds for the program run out before I can complete the reimbursement application?

The program will run until all funds are expended. To ensure you are reimbursed, complete the reimbursement request as soon as the work is performed.
