Jennifer Leland became the City of Goose Creek's Human Resources Director in 2025, and has used her experience and skill to organize the City's HR management, talent acquisition, safety and compliance.

"I'm thrilled to be serving the community in which I live," Jennifer said. "HR allows me to combine my passion for serving others and making a meaningful, positive impact. This opportunity is beyond rewarding ... I am a lifelong resident of Goose Creek, where I am proud to do life and serve the employees of this beautiful city I call home."

The lifelong Goose Creek resident joined the City after 15 years in the private sector in Charleston, with a focus on manufacturing.

In addition to supervising all aspects of HR, Jennifer works with department managers on strategic management goals; coordinates and processes the City's benefit programs including medical, dental, vision, disability, spending accounts and other optional insurance products; provides guidance, advice and procedural clarification for staff and employees; and coordinates special projects and events for employee education and morale -- her favorite part of the job.

"I pride myself in fostering an environment of advocacy for employees to have a safe space to express concerns, while also being a firm enforcer of policy," she said. "My whole purpose is to have positive impact on our employee experience and gain knowledge in the areas of local government governance, leadership, budgeting, planning and economic development."

Jennifer and her husband are both Stratford High School graduates. They have two daughters, one Stratford graduate and one senior at the school. "We're so proud that our immediate and extended families are all in the area," Jennifer said. 

Jennifer's oldest daughter and son-in-law have one child, a grandson, that is Jennifer's pride and joy.
