City Council approves new golf cart regulations

Goose Creek City Council updated the City's golf cart regulations at its Aug. 12, 2025, meeting.
South Carolina recently passed legislation allowing cities like Goose Creek to adopt local regulations for golf cart operation. These updated regulations are only for the City of Goose Creek.
Here are the golf cart regulations that residents need to know:
Where can golf carts be driven?
On secondary roads with a speed limit of 35 mph or less
(Carts may cross intersections with roads that have higher speed limits)
Can I drive my golf cart at night?
Yes, but only if your golf cart has working headlights and taillights, and meets all other requirements.
What are the passenger rules?
• All passengers must be seated while the golf cart is moving
• Any passenger under 12 must wear a fastened seat belt or be in a proper car or booster seat secured by a seatbelt
What happens if I break the rules?
Violations of this ordinance are misdemeanors and may result in a fine up to $500, up to 30 days in jail, or both.
In addition to the above regulations that are limited to Goose Creek City limits, here is a list of the existing state laws that cannot be changed by cities:
• Driver must be at least 16 years old
• Driver must have a valid driver’s license
• Golf cart must be registered with the SCDMV
• Golf cart must carry liability insurance
• Registration sticker must be visible on the windshield
• All occupants under 12 must wear a seat belt
How do I register my golf cart?
Visit the SCDMV website or your local SCDMV office. You will need:
• A valid driver’s license and proof of liability insurance
• Proof of ownership
• A completed Golf Cart Permit Registration form
